Northwest Fair Contracting Association

(NWFCA) is an organization committed to ensuring that worker and contractor rights are upheld in WA State, as they relate to RCW 39.12 of the WA State Public Works Act and Davis Bacon (Federally funded) WA projects.

Who We Are

NWFCA's roots lie in the concern and commitment of a group of contractors and labor representatives. In 1989, these people saw the need for a more uniform "fair bidding" environment in Washington's Public Works construction industry.  

Due to an  understaffed Department of Labor & Department of Labor & Industries with regards to contractor compliance in the field,  NWFCA was created as an "interested party" that assists these agencies in the monitoring of contractors and awarding agencies statewide.  

Over the years NWFCA has been able to maintain a strong working relationship with both the Department of Labor (Federal) and the WA State Department of Labor & Industries.  We have become a powerful force recognized and respected throughout Washington's construction industry.

We have a lengthy history of success in uncovering unfair and illegal practices in the prevailing wage arena. We have sponsored educational seminars providing an opportunity for awarding agencies to become more familiar with the requirements of the WA State prevailing wage law.

Over the years, we've proven ourselves highly effective in pursuing what was our initial objective, what remains our only objective: Industry Fairness.

The Future of NWFCA

Thanks to a strong and continued commitment from both Labor representatives and the Contracting community, We will continue to provide our valuable services to workers, contractors, & awarding agencies in WA State.

In the year 2009 (too date), Northwest Fair Contracting has recovered $319,360.63 in back wages from 20 contractors in violation of RCW 39.12.  We have also been able to get 2 contractors a strike towards debarment and 1 contractor Debarred from bidding WA State Public Works projects.

Several ongoing investigations continue at this time.......
